For each particular age the menu options minimum set of milestones that, on average, a child would be expected to achieve. It is likely that, given the milestones are designed to pick up cases of developmental delay, a child may achieve particular milestones at an earlier age than specified.
Like any data taken from a normal distribution, there is variation in when milestones are achieved. Therefore it is likely that for a particular age a particular child will not have achieved all milestones just because of statistical variation. Thus when interpreting these milestones a holistic picture of development, including factors such as parents, environment, must be taken into consideration.
